Of the FDIC's banks whose CRA examination ratings were made public in September, all were satisfactory or outstanding, except for two banks that received needs to improve ratings. Both banks, Citizens State Bank and Helm Bank USA, are located in the FDIC's Atlanta Region, which means that 20% of the Atlanta Region's banks examined for CRA failed their exams. That's a hot spot.
